As part of the Philippine educational system and in full support of its national development goals, the TCS strives to assist each student in the peculiar ecology of his own community to:

1. Develop holistically -- intellectually, socially, physically, emotionally, spiritually -- within the range of his individual capacities.

2. Acquire the essential educational foundation needed for his development into a responsible, versatile and productive citizen.

3. Enhance the range and quality of individual and group participation in the  basic functions of society.

4. Imbue love of country, develop moral character, personal discipline, civic conscience, vocational efficiency, and learn the duties of citizenship.
